Can a restaurant take tips from you if a customer skips out?

Recently my wife who is a bartender at a restaurant in town had a customer skip out on her. Her manager demanded that the two bartenders pay for or make up for that check with their tip money. He said that if they refused it was grounds for termination. I know that money can't be taken out of your paycheck for this reason but what about from tips?

Under the Connecticut Wages and Hours act I do not believe that the employer would be within it's rights in taking the money out of the tips.
