Legal Question in Medical Malpractice in Connecticut

Last week i was in a veterans hospital in new haven,ct for opiate detox, i told my psychiatrist i felt suicidal and thought i might do something to hurt myself. I later took a methadone pill given to me by another patient and i was discharged from the hospital for breaking the policy of abstinence of any drug use, was this illegal on the v.A.'s part?
