Condominium complex made up of 4 associations. If a group of associations within a community form an entity to manage income, expenses and make decisions about future projects--all of which impact the entire community, why are they not subject to the same rules as the associations it oversees?

It depends on the rules of the association as they pertain to how sub- associations are to be governed and by what authority such sub-associations exist. The rules and guidelines of the umbrella association that the sub-associations would have to be reviewed first to determine if a particular sub-association is given independent autonomy.
