I have heath issues within my home that im renting i didn't not pay my rent or do i have the unpaid what should i do

Have you made a complaint to the health department or building department? Have you notified your landlord? If not, those are the first things you should do.
You shouldn't stop paying your rent - the landlord can evict you if you don't pay. But the town can force the landlord to make repairs. If the repairs aren't done, you can file a motion with the court to pay rent to the court until the apartment is habitable again.
