Legal Question in Wills and Trusts in Connecticut

probate and claims

my mother died in 2005. She left her home to me.No contest from 1 sister. Medicaid has a lien on the house. Also, when I was younger, I was on afdc and now the state has a claim against the house. I have no where else to go. How do I deal with the state. Negotiate?

Negotiate. Can you refinance the house and pay them off?
