Unless the garnishment is in violation of the laws of the District of Columbia governing such instruments, you would have no legal basis to "stop the garnishment". Examples of this could be that the garnishee(your employer) is withholding amounts over and above that permitted by D.C. law(normally no more than 25% of net salary after all mandatory deductions), or that the proper procedures were not followed in issuing and implementing the garnishment.

If any of the aforementioned violations were to apply to your situation, you should go to the D.C. Superior Court clerk's office (civil division)which issued the garnishment and request a hearing on the matter.
