ilegal use of licence plate
I recently purchase a brabd new vehicle. The day after I received my brand new licence plate I received a letter telling me that I was caught speeding on a day on which I was not even in the country with the picture of a car that is clearly not my car. Obviously the car dealee which received my licence plate use it and got a ticket. Is this legal? What does the dictrict of Columbia say about this and is this punishable? Is this consider to be an identity thef? What are the steps I should take to resolve this issue?

You should be able to find out from the Corporation Counsel's Office as to when the matter will be heard in D.C. Traffic Court and which ACC(Assistant Corporation Counsel) will be assigned to the case. You should then speak with this person regarding your situation and follow his/her recommendations. (They may simply arrange to dismiss the speeding ticket.)
You could also certainly contact the dealer from whom you purchased the vehicle and clearly make known your displeasure regarding this incident.
