Photo speeding tickets

I live in PA, and received by regular mail (not registered or return receipt requested) a phot speeding ticket from DC. I have been told that since there was no return receipt, they cannot prove I received the ticket. As I understand it, without proof I received the ticket, it is not enforcable.

Also, because I live in PA, if I want to fight it it will cost more than the stinking fine ... can this thing be ''blown off'' as long as I have not acknowledged receiving it in any manner?

The cameras in DC which are responsible for the issuance of these moving violation tickets are currently under review as to their continued use(for reasons which I'm not sure of).

Therefore, in light of the above, I sincerely doubt that any person who receives such a ticket

in the mail (other than a DC resident) need much concern himself about paying it since it's extremely unlikely that any warrant or other enforcement procees would or could ever commence against an alleged violator who for whatever reason has not remitted payment on the questionable ticket.
