used car safety

what is a delerships responsibility to ensure all safety devices ie:airbags are functional on cars they sell. airbags did not deploy in an accident that resulted in a fatality

Your question is too broad. Many accidents do not set off the air bags depending on force and direction. Other times the air bags in a used car might be stolen or missing. Responsibility may be on the mfg or seller. Preservation of the vehicle and testing is critical. If a fatality the FHP or police should have a detailed report available to begin.

You have asked a very good question. If the air bag's failure to deploy, resulted in someone's death, the dealership may be responsible for the sale of a defective vehicle. In order to determine the reason why the air bags did not deploy, the car needs to be preserved.
