Can my ex-husband legally reduce my child support due to being disabled and not being able to drive half way to exchange our daughter?

Doubtful, if he does not pay, you want want to bring contempt or enforcement proceedings. Either hire a lawyer or you can do it by yourself, usually the clerks office have self help areas for collecting child support.
