can a non-lawyer charge a fee to help fill in legal papers to file in court

In the United States, only a licensed lawyer (attorney) is authorized to provide legal advice/help and charge a fee for legal services.
I don't know about your circumstances, but it doesn't sound right that a non-lawyer is assisting in legal matters AND charges a fee for "legal assistance". This is called "unauthorized practice of law" and is punishable by law.

If someone who is not licensed to practice law in the state provides legal advice, this is called the unauthorized practice of law and should be reported to the Florida Bar. Notaries and paralegals are not authorized to provide legal help. Only contact an attorney for assistance.
