When should a law suit be filed in a Federal court vs. a regular state court?

In my view, never. Federal courts are dominated by Reagan and Bush appointees many of whom are openly antagonistic to plaintiffs cases.

When you qualify for federal court is the simple answer, but it is much more complicated. Let your trial attorney decide this.

This is an extremely complex question that cannot be answered without more facts. Some cases you can only file in state court, some you can only file in federal court, and as to some there is a choice, and as to those filed in state court, sometimes the defendant can remove the case to federal court.
