verbal agreement
The owner and I had a hand shake agreement . he needed a building permit pulled and expedited, I knew how to get it done I told the owner I could do the permitting, he said how much would I charge, I told him I just needed him to give the concrete contract, he agreed in the presence of two of his partners and an employee... later he gave me the drawings and acess to his engineer and Iwithout charge helped in the design, the drawings were completed. I contacted a few select contractors who had the special abilities to perform the work. Iwas told to keep the project under a certain amount which I did, the owner allowed one of his partners to take over on his behalf . the partner hired a friend of his to over see the project, the owner did not contract me. can I charge him for what it cost me to loose that work?

Yes -- but you will have a hard time proving the agreement. I bet his story is different. As you are learning, having handshake agreements on significant contracts is a mistake.
