Can the cemetery where my son is burried remove and dispose of all of his items

My son passed away July 30, 2000. The cemetery where he rests is in Tampa FL. When my father went to visit him Thursday 03-28-02 he came to an empty spot, they had removed every item that we had there for him, silk flowers, a smal iron trellace with vines, a number of stone figurines ext... I went there Monday 04-01-02 and was brought to a shop behind the cemetery where I was able to recover 3 items. I was told that this was all that they had. I am sickened by this, there were so many personal items there that can't be replaced , there was a plastic sealed pouch tucked behind his silk flowers with notes cards and messages from my family and his brothers that they just threw away. They state that they have the right to do this, but I never received a copy of such regulations and I can't understand how this could be done with no notice. The groundskeeper also told me at the time I was told I could put one of the items back and they would leave it alone, wich makes no sense if its not permitted why now? My sons monument is not up yet so they left trash on his spot and nothing else. I don't know if there is anything I can do but I had to try please help...
