Abusive collections

A collection agency (NAFS) recently contacted a relative regarding an outstanding debt (mine). They stated the amount of the debt, and tried to get my relative to send them a check. Also, when I contacted NAFS, the rep claimed to be a 'mediator'-not a collector. Is this legal?
