collection agency notice

my wife has just recieved a notice from a collection agency for an unpaid phone bill from1994 from verizon in ny we now reside in florida for the last 3 years for 10 years in ny we never recieved any notice of unpaid bill we purchased homes and this never came up could the collector legally bother us for this bill and can they ruin owe credit i was told that there is some kind of statue of limitation
