Where can I file a complaint against creditor?

Where can I file a complaint againt a harrassing creditor that has twice called me at 730 in the morning, threatened to garnish my wages and keeps telling me it is going to get really ugly, calls me sometimes twice in a day, etc. They are violating RDCPA laws and I know it and I just want to file a complaint asap. Any help is much appreciated.
