Legal Question in Credit and Debt Law in Florida

A friend of mine has an auto loan and credit card debt in New York State that he/she quit paying 7 years ago. He/she has not made another payment since, nor acknowledged the debt in any way in the past 7 years. He/she has been living in Florida for about 4 years, and has no intention of moving back to New York. I have read that the statute of limitations may be extended for the time the person is out of the state. Is the statute of limitations up for this debt?
