can my husbands wages be garnish in the state of florida on a judgement obtain 4 years ago in Puerto Rico?

Yes, if the judgment rendered in Puerto Rico is converted to a Florida Judgment using Florida's Uniform Enforcement of Foreign Judgments Act (which you can look up online and read).

If, perhaps, the judgment in Puerto Rico was rendered by a court with no power (jurisdiction) to issue such an order/judgment that defect may be raised in Florida when the creditor attempts to establish his or her foreign judgment, a condition to a garnishment or other form of judicially supervised execution on the judgment.
