is it legal for a hospital to send you to collections after 8 years because they forgot to bill my insurance?

The debt itself is still valid, but it is too late for the hospital to file any lawsuit to collect it. So, you owe the money, and they may be able to place it on your credit report, but they cannot do anything in court to collect it. All they can do is ask you to pay the debt voluntarily.
