If a pychologist is suing me for non-payment after I thought that my insurance would cover it because after I turn 23 my tricare insurance doesn't provide coverage could I be liable.

Yes, you will be liable. Did you have the doctor check to see if there was coverage before you saw him and was he on the plan? If all this was checked and verified that there was coverage, you may have a defense.
