Legal Question in Credit and Debt Law in Florida

I have received a notification through the U.S. Postal service informing me that I have won a cash prize. I have re-read the notice very carefully for any wording that it is a "chance" or "opportunity" for the prize. It states clearly "confirmed full payment to winner (my name)". But I also am a believer in "too good to be true". If I send the required $25 dollars and get no prize, can I sue the company located in the Netherlands for the full prize amount ($1,737,000)?
