Summary Judgement

In 1991, a summary judgement was entered against me. A debt collector is now trying to collect on that judgement. Does that judgement need to be renewed after 10 years?

Yes. They can probably still file a motion to renew the judgment but the longer they wait the less likely it is that a court will renew. I would suggest you write certified to the debt collector saying you dispute the debt and pursuant to the Fair Debt Collections Practices Act they may not contact you further absent legal action to collect upon the judgment. This should stop them from communicating with you absent the creditor taking affirmative steps in court to pursue you.

A judgment can be enforced at any time during its 20 year life time.

A judgment only needs to be renewed in order for it to be enforceable as a lien against real property. A judgment entered in 1991 is enforceable.
