Can a police offcer handcuff you then beat on you after a chase?

Handcuff yes. Beat you, probably not. They can't use "excessive" force for the circumstances. Every case is different. The problem is that officers often use excessive force, but the problem is proving it. Talk to a civil rights attorney, not a criminal attorney, and they can let you know if you have a case.
