Obtaining the rights to use video footage

What is the proper procedure that i would go through to obtain rights to video footage that does not belong to me?

You can contact the owner directly or through various organizations you can find through google to negotiate getting permission. Feel free to contact us if you want us to handle it.

You will need to track down the owner or the one managing the owner's rights and get permission.
