Sports' Fans Tournaments/Games

Is it legal to have sports' fans tournaments/games (like making predictions on the outcomes of The NCAA basketball's 64-tournament) that cost nothing outside of requiring the participants to be a college's campus recreation members?

To be a college's campus recreation member the college students pay titution fees and non-students have to pay a fee, for each campus recreation activity.

This is probably not an issue if no money changes hands other then membership fee, which is not variable. But you should retain an attorney to get a legal opinion on this before you invest in the idea. Your insurance company would likely require one anyway. My firm focuses on Internet and entertainment law and could do this work.
