Legal Question in Family Law in Florida

How can one get to adopt without the parents? The question comes from the following case.

Ms. ? has had the girl since she was 1 month she began the process in Kansas around 2002 today the girl is 10 and she just found out that the process was never done. She has enrolled the girl in school for years . She recently went to Social Security Office to add her (daughter) and SSO said she was never adopted. She started investigating and found out the lawyer had done fraud to alot of other people. Today she lives in Florida she does not know what to do . She does not know where the mother is . Does she have to start all over again? Is it possible to adopt without the parents consent?

Start over in Kansas and get the lawyer or agency that started the process to finish it.
