Legal Question in Family Law in Florida

name change

Someone found out (at his mothers death bed) that his father was actually a man that his mother was seeing before marriage. The assumed father abandoned the family years earlier. The actual father is in an unknown location in a foreign country. The son would like to change his last name to that of the biological father. His only proof is a letter signed by the now deceased mother. What can be done ? Thanks a lot, Lee
