Legal Question in Family Law in Florida

Child custody

My friend has a baby with a guy, the baby is 1 year 10 mos. It's his but he never signed the birth certificate. The baby lives with the mom exclusively. He wants to take the baby out of state for a visit for a few days she doesn't want him to , his character is sketchy at best. What are her rights about this matter, can he take her or can she refuse ???? Thanks so much !!!!!!!!!!!!!!

1. She should establish paternity since there will come a time when she will need financial help.

2. He has no rights at this time.
