spouse and i are seperated he took my kids, he is keeping all forms of contact away from me and my kids. can i file emergency custody

Emergency is something that is life threatening. You will want to read the provisions of Florida Statutes 61.13(3). It appears that he is not complying with its requirements. Get an attorney on this quickly.
