Legal Question in Civil Litigation in Florida

After 8 years in business operating a childcare center DCF is now stating they made a mistake issueing me a license because of something from 20 years ago, which was not on there list of disqulifications for that statue, can they do this after I was cleared with a level 2 screening 4 times over the years? we have invested so much time, money, our life's?? What type of lawyer do I need?
