breking rental lease

If one person wants to break the lease and move out but the other person refuses to sign, what is the first person suppposed to do?

Do you mean the second person won't sign off on the agreement to be released from the lease? If the lease requires both teneants to sign, then the lease can't be "broken," and both tenants remain liable on the lease.
