32 year old woman, Orig Birthplace Vietnam, immigrated with mother in 1980
Mother naturalized before daughter was 20
Adoptive father (American Born Citizen) adoption when child was minor
Somehow paperwork for her was never filed...
Is she not already a citizen the above,
She registered to vote without a problem several years back, yet can't get her passport due to citizenship proof..
what does she need to do.

Possibly, not, but I need to know more. The fact that you were allowed to register to vote doesn't mean that you are a US citizen. Even more, if you registered and voted while not a US citizen, this can be used against you by the USCIS.
