I am an american male and want to marry a finland woman .. what are the legal rights of this marriage and is she then legal to live in the states then?

Yes, you can marry her abroad in Finland. Or you can petition for her to come to USA on a Fiancee visa and marry her in USA.
No, fact of marriage by itself will not allow her to live legally in USA. To be able to live in USA legally (as a permanent resident, and in future, as a citizen), you will need to petition and sponsor her first. When approved, she will become a lawful permanent resident.

There are a lot of questions that must be answered to be able to properly assist you. As well, there are many options. As a U.S. citizen, your wife will be able to apply for permanent residence.
However, the way in which she acquires residence can vary, depending on where she is. If she's in the U.S., she may be able to marry you and then you could petition for her from here -- without her having to leave. But this option must be reviewed by an attorney since filing a petition too early into her stay here can be an issue.
If she's outside of the U.S., then a fiancee petition for her to come here to marry you may be another option.
Marrying her outside of the U.S. is still an option, but she'll still need a specific visa for spouses of U.S. citizens to enter the U.S.
Otherwise, there are many serious issues that still must be discussed to see if she is otherwise eligible to be admitted into the U.S. So, I recommend you find a qualified immigration attorney to discuss all of them. You have the option of a K-1 fiancee visa (to bring her to the US to marry in the US) or the K-3 spouse visa (to marry her in Finland and bring her to the US as your wife). You can also file for her permanent residence through marriage.
