Can a US citizen sponsor a Candian citizen with a K-1 (Fiancee) visa if the US citizen owes back child support?

US citizen needs to pay off overdue child support before he can sponsor his future spouse for permanent residency in USA. Bringing a foreign fiancee on a Fiancee visa to USA is only a first part of the process of making her a permanent resident in USA.
