Does an employee have a legal obligation to pay for some of the costs of procuring an H1-B visa for an immigrant employee? If yes, which portion of the costs is the employer legally obligated to pay?

No, employee is not legally obligated. H-1B is an employer's petition. Yes, some of the fees must be paid by an employer (and can't be paid by an employee).

The employer is legally obligation to pay some filing fees. However, the legal fees and some filing fees can be paid by the employer, the employee, or indeed any third party.
