I have a green card can I file for my mother in Jamaica?

No, to file for a parent, one must be an adult child over 21. This doesn't mean that there are no other ways for your mother to come to the U.S. She may qualify in a different way which should be explored to understand all options.

Not yet. First of all, you have to become a USA citizen. A green card holder cannot petition/file for his mother. In addition, you have to be 21 years of age or older. Lastly, you need to earn enough income to be able to sponsor her (file taxes every year, etc). That's the most basic things to keep in mind.
