Legal Question in Immigration Law in Florida
My mother applied for her citzenship, did her test (and passed) and just got a letter from the INS saying that becaude she did not reside in Florida for 90 days her application is being denied. She was living in Georgia for the previous 9 years and lived in Florida for 60 days. They want $605 dollars from her to apply for an appeal. Is this her only option?

Yes, that's one of many naturalization requirements. She should have waited to submit her naturalization application for additional 30+ days (because an applicant is required to have at least 3 months in a district before applying). Please keep in mind that it seems that her application wasn't erroneously denied.
