Legal Question in Immigration Law in Florida

Is there such a thing as a letter of declaration saying a person leaving Ghana for the USA to have $4000 on them in order to travel ? the ghana immigration service is the people supposedly behind this.

This sounds like scam.

Is this person from Ghana asking you to send them $4,000, so they can come to USA? If yes, this is a well-known internet scam or fraudulent sceme, where scammers get the money wired from USA and have no plans to travel to USA.

The demand for $4000 may be an attempted fraud. The US Embassy may rightly request proof that a visitor's visa applicant will be able to support himself on his visit to the US, however, without more details, this inquiry sounds like a third-party immigration service is demanding the payment.
