liability
a car hit a skate ramp in the public street iin front of my home. It did not belong to us & was not on our property. The driver wants us to pay. Who has liability?

You have no liability based on what you have stated. In negligence cases a person has to prove a breach of duty. If you didn't put the skate ramp there, if it was not on your property, then you didn't breach any kind of duty to anyone.
