Hostile Work Environment

My husband has worked in a hostile work environment for many years, he works for a city and his supervisor continues to be hostile. Their department has seen many come and go. My husband is on medication now, blood pressure and ulcer. The only reason he stays is because of the 50% retirement benefit in 4 more years. What can we do ? This is also affecting our 13 yr marriage. I am on the receiving end of his daily anger..... Please Help !
