As a county employee, alot depends on the county polcies and if you have a union the contract negotiated by the union. As a general rule, most at-will employees are not entitled to accrued vacation time. Its voluntary with the employer. Your union may have negotiated for it though so you should follow up with the union if you have one and with the county policies if you don't have one.
