Written vs Verbal Instructions

If an employer makes verbal changes to existing written company procedures, do they have an obligation to amend the written procedure to reflect the changes? Especially if violation of the verbal change can result in disciplinary action or possible termination?

It depends on whether the company procedures are required to be amended or not. That is up to the company. You can always confirm the verbal change in writing so that there is no confusion over what the policy is or is not.
