me and my children are being hurt by the nails under the carpet I have informed the rental office but still no help I asked a carpet expert what needs to be done and all the complex owners need to do is have them come out and have the carpet stretch but in the mean time we try to avoid steping on the edge where the nails are exposed

Fix it if they will not. Send a letter certified demanding the repairs. Follow the statute to retain rental to pay for the repairs if they don't do it.
