a defendant in a civil lawsuit lies to his lawyer about the plaintiff being allowed to pick members for a review board. the lawyer for the defendant puts that in a brief and submits it to the courts. is the lawyer held accountable for the perjury and falsifying an official document

There must be facts you are missing to jump from repeating what your client has said to perjury and falsifying some official document. If the brief contains information, evidence, provided by his client, then it is appropriate to repeat it in that document. If it is false, that is subject to attack by the other side. The lawyer is not accountable for his client's lies, unless he knows about them.
