If I had my car taken because of a debt, then the levy was cancelled, and after years
re-opened and want to levy a piece of property that I have, is this legal?

If the judgment is still unsatisfied, then it is likely proper. You should have all your paperwork reviewed. Why was the original levy cancelled? That may give some insight into what is going on as well.
