If a foreign owner of real estate in Florida dies, does the property goes to his foreign wife and children, or to the US government, or to the state of Florida?

It would go according to his Will. If he had no Will, then by intestate succession.
Intestate Succession distribution would be between the wife and children, but more information would be required to determine the precise formula for any split between them.
