Loose Object Hitting Car
A roofing company had a loose shovel fall from its back and it landed on the road and hit my car, creating dents and missing paint. Is there any law which prohibits them from even having loose objects on the car which could become projectiles?

This is a simple property damage claim. If you know what roofing company it is you can notify their inusrance company and they will likely pay for your damages.
But no, there is no criminal law against what happened. It is a simple negligence claim.
