formal notice of petition

According to section 735.203(3) Florida statute, any

beneficiary not joining or consenting shall receive formal notice of the

petition... How do I go about giving formal notice? will a certified letter to the last known address suffice? do I need to do a public notice in the newspaper? And how do I prove to the court that formal notice was given?

Florida probate requires an attorney.
