Promissiary Note

My father is loaning my brother a large sum of money. He is having him sign a promissiary note. His will is in Florida, my brother lives in Virginia. My Dad is 80 now, this note will be paid by my brother from his inheritance after my Dad passes. Should this note be drawn up in Florida or Virginia? HELP
